Soak the daal/lentils in warm water
Add the water, daal/lentils, salt, chili powder, garlic powder, and coriander powder to the Instant Pot. Set the Instant pot to pressure cooker for 20 minutes.
Now, warm the oil on medium-heat., then add the cumin seeds, garlic, and dried chili peppers to the oil. Saute for 1-3 minutes (until garlic is cooked).
Once the lentils are cooked, open the vent of the Instant Pot. Pour the tarka/spiced oil over the lentil soup, stir, and ENJOY!
